GENE SIMMONS Explains His Capitol Hill Testimony On Pay For Artists From Radio Plays: ‘It’s An Injustice That Has Long Been Overdue’

Gene Simmons, bassist and vocalist of KISS, recently spoke with CBS News regarding his testimony before a Senate subcommittee on the American Music Fairness Act. This act aims to ensure artists receive payment when their music is played on the radio. During an interview with “CBS News 24/7 Mornings” anchor Vladimir Duthiers, Simmons emphasized the importance of passing this legislation, highlighting how American music, from rock and roll to jazz, has shaped global culture.

Advocating for Artist Compensation

Simmons pointed out that legendary artists like Elvis Presley have never been compensated for radio airplay, despite the radio industry generating $14 billion in revenue from advertising. He stated that while he is financially stable, new artists rely on every bit of income to sustain their careers. Simmons stressed the necessity of closing this loophole to support emerging talent.

Legislative Support

When asked about the potential impact of his advocacy, Simmons mentioned discussions with political figures such as Senator Marsha Blackburn and Adam Schiff. He expressed optimism that the bill would pass, describing the current situation as a long-standing injustice.

Clarifying the Issue

Simmons differentiated between streaming services and AM/FM radio, noting that only the latter fails to compensate artists. He cited examples of artists like Frank Sinatra and Whitney Houston, who never received payment for radio play, while radio stations profited.

Senate Testimony

On December 9, Simmons testified before the U.S. Senate Judiciary Committee’s Intellectual Property Subcommittee. During his seven-minute speech, he urged the passage of the American Music Fairness Act, which would require radio stations to pay royalties to artists.

Historical Context

Simmons referenced the Music Modernization Act signed by President Trump in 2018, which updated copyright protections for the digital era. He called on legislators to address the ongoing issue of unpaid royalties for radio play, emphasizing the cultural significance of American music worldwide.

Support for the Bill

The American Music Fairness Act is sponsored by Senator Marsha Blackburn (R-TN) and Congressman Darrell Issa (R-CA). It aims to balance fair compensation for artists with the needs of small broadcasters. A wide range of artists, broadcasters, and music industry figures support the legislation.

Industry and Artist Backing

Organizations like the Alliance for Community Media and the National Federation of Community Broadcasters support the act. Additionally, over 300 artists have urged Congress to pass the bill, highlighting its importance for the future of music.

Country music star Randy Travis also testified in favor of the legislation last year.
